This is an adobe house being built. I think they have wooden formers, into which they pack the adobe, then place the result in the next position on the top of the wall. The blocks seem to be about 30cm thick and perhaps 45cm long and high, so quite a weight to lift and put in place. Adobe is clearly not a poor man's material, as that grey house next door looks like adobe to me, and it's pretty special.
